To solve the energy problems of the country by the government are defined ambitious aims; they include a large-scale restructuring of infrastructure, increasing export potential energy of Ukraine, increase of generating capacity.
To date, Energy Strategy of Ukraine for the period up to 2030 revised and updated identifies the main challenges for the industry.
In the period from 2010 to 2012 in the energy sector attracted loans from MFIs in the amount of 1.928 billion US dollars. It is about such projects: Preserving the integrity of the United Energy Systems of Ukraine and its synchronization with the European Network of Transmission System Operators for Electricity ENTSO-E; Modernization and reconstruction of existing generation capacity thermal power plants and CHP in order to extend equipment life by 15-20 years; Reduction in specific fuel consumption; Construction of new generating facilities using the latest technology. To increase the shunting and regulatory capacities and create favorable conditions for the integration of United Energy Systems of Ukraine with the European power grid is necessary to complete of the first stage of the Dniester PSP, consisting of three hydraulic units and Tashlyk PSP, etc.
Special attention is directed on projects of rehabilitation of hydroelectric power stations for 30-40 years and increasing the total installed capacity of 245 MW on the stages until 2020, modernization and development of base networks, as well as the construction of nuclear power units. Some attention is directed on creation of its own production of nuclear fuel for VVER-1000 reactors Ukrainian nuclear power plants by building enterprise “Plant for production of nuclear fuel for VVER-1000.”
The government actively supports the growth of enterprises in this industry funding from the state budget. In 2012 the VR amended the three funding budget programs for this industry, increasing them by 5.8 billion Hrn. The total amount of state support for 2012 amounted to 14.6 billion UAH, and in 2013 – is 9.7 billion Hrn.
Government approved a list of 67 objects that are to be privatized in 2012-2014. Today an active process of filing from investors on the transfer of enterprises in the lease and concession has already begun.
Also one of the most important events of the year is the Agreement of Association between Ukraine and the European Union. In the energy sector was adopted the so-called third package – two Directives about common rules for electricity and gas markets, three Regulations – the access to the gas network, access to energy networks and on the Agency for Cooperation of regulatory bodies.
At the moment, Ukraine is on the way to adapt domestic legislation with the requirements of the Third Package. This will provide an opportunity to create a single market for electricity and gas, which, in turn, will lead to a decrease in energy prices, improve their quality and ensure security of supply.
